So by \"9 weeks\" do they mean 9 menstrual weeks or 9 weeks since conception (11-12 menstrual weeks)?

All embryonic and fetal ages are referenced to the time of fertilization (or conception) The age of this 9-week fetus corresponds to 11 weeks from the start of the last menstrual, period.
